    The total investment of this project is USD928,795,000 including
    USD338,684,000 in phase I, USD337,016,000 in phase II and USD213,050,000 in phase III.
    The overall construction period of the resort is about 8 to 10 years.

    To be an international high-end tourism resort, it's not about the money, and the leading element is high-quality environment. Therefore, it is very important to develop the environment while protecting it. In order to effectively protect the island and surrounding sea area, the development cycle is relatively longer and will to be divided into three construction periods; the development intensity of each phase will be moderately reduced.

    1. First-Phase Project
    Take infrastructure construction as the principle, construct two hotels (one is five-star, the other is four-star) and casino at the same time; the construction is mainly concentrated in the northern part of the island. The goal is to initially form a tourism resort, laying a foundation for future development. Construction period is three years, after the completion of the tourism resort, 300,000 visitors will be attracted per year.

    2. Second-Phase Project
    Take the improvement of tourism resort products as the major and become a tourism brand in Southeast Asia. Continue to improve the infrastructure construction in the southern part of the island, to build two hotels, two holiday apartments, two holiday villas, two rehabilitation and convalescent centers. Conduct the island environment renovation. Take advantage of resources inside and outside the island and form a diverse tourism sightseeing, such as tropical rain forests, the Garden of Eden, Sunrise room, diving platform, complete resort management system. The construction period is 2 years, after its completion, together with first-phase project, the number of visitors will amount to 550,000 per year.

    3. Third-Phase Project
    Improve the high-end tourist resort products, increase the efforts of international recommendation and truly become an international brand, which can be on a par with Bali, Tahiti, and Great Barrier Reef. Continue to build a high-end hotel, new private holiday villa area (with sandbeach), complete the rest of vacation villas, and improve the cultural landscape, build a temple and a church on the northern and southern parts of island respectively. The construction period is 2 years, after its completion, together with the first and second phase project, the number of visitors will amount to 800,000 per year.
